Rationale:
It is seen all around: the complex problems of this world are indeed hard to escape. One glance at the headlines of newspapers or a simple look outside the window reveals that the world is suffering and things aren’t getting any better. Increasing poverty, declining health and the deteriorating environmental conditions are simply a few of the many problems that we face.
The Philippines is by no means spared from the presence of these issues and is in many cases worse off than its Asian and global counterparts. But perhaps, what is even more tragic is that many in the current generation are either apathetic to the country’s problems or feel powerless in the face of these complex problems. Many of today’s youth are simply content with how to make a better life for themselves and families, without exploring how they themselves can exercise leadership to contribute to nation-building.
The Tuloy-Tulay (Building Bridges) Leadership Camp for the Youth is an active response to the need to develop a new breed of young Philippine leaders, who will have the will, skills, and support to take up the great challenges that the Philippines confronts. The Camp is an intense and challenging week of personal discovery, skills enhancement, and commitment building. One of the Camp’s core messages is that given the complex problems that are faced in the country, no singular leader can address these alone. There is a great need to learn how to work together.
Tuloy-Tulay is a pilot undertaking and the opportunity of bearing the distinction of being part of the Camp’s first batch is at hand, given the exciting and promising possibilities that it offers. The often-quoted “The youth is wasted on the young” will not be true in this case, as Tuloy-Tulay contributes to a new breed of leaders who will not add to the problems but instead be part of effective and lasting solutions.
Objectives:
The Camp’s ultimate objective is to deliver beneficial and positive impact to the lives of the people that are or will be affected by the future leadership of the chosen participants. The Camp intends to achieve this, in particular, by:
1. Providing intensive leadership development that will allow the participants to be exposed to current Philippine complex problems as well as begin the journey toward self-mastery so that they can be personally committed and competently equipped to address these problems; and
2. Facilitating the building of a vibrant network among the participants, who will have an intense shared experience through the Camp, so that knowledge and resources can be shared in an effort to continually improve and sustain each other’s leadership and efforts.

Hosting this program are the TeaM Energy Center for Bridging Societal Divides and the Development Resource Center of the Asian Institute of Management (AIM). The TeaM Energy Center focuses on working with public sector leaders to address the societal divides that they and their communities face, while the Development Resource Center is the public information arm of the AIM-World Bank Global Distance Learning Center.

1. What are the qualifications for application? Who may apply for the program?
Young leaders, aged 18-24, are qualified to apply for the program. These young leaders need not be based in schools. The main qualification is clear and demonstrable leadership experiences and qualities, regardless of the position and/or title held.
2. What is the application process and what are the dates to watch out for?
Prospective applicants will first go through an online application process (click here [kindly insert the link] to apply), where they will submit important information about themselves and their leadership experiences and qualities. The deadline for the online application is Friday, August 28. A shortlist of potential candidates, that will be announced on Wednesday, September 2, will emerge from the online application process and will undergo a second screening through a personal appearance. The shortlisted candidates will also be given an orientation to the Challenge Grant. After the second screening, the 24 successful candidates will be announced.
The dates for the second screening, Challenge Grant orientation, and announcement of successful candidates will be announced in due time.
3. What is the challenge grant?
The Php 10,000 fee for each participant, which will cover all lodging, transportation, meals, and materials for all 6 days, is designed as a challenge grant that the applicants would have to raise, using their creativity and resourcefulness. The intention here is to make applying for the program itself part of the leadership experience that it provides.
4. Are there scholarships available?
As discussed in #3, the challenge grant is designed to be part of the leadership experience that the Tuloy Tulay Camp provides. As such, all participants are expected to raise the needed resources to meet the challenge grant.
In order to assist the shortlisted candidates in meeting the challenge grant, we will give an orientation on it as well as on resource mobilization to all shortlisted candidates, as well as provide the necessary documentation to help you in raising the challenge grant amount.
5. Will transportation be covered, if I am not coming from the NCR area?
As of now, we cannot guarantee that the transportation costs of non-NCR participants to attend the Camp can be shouldered by the program. Nonetheless, we are working on it and we shall update you in due time.
6. Is it required to attend all 6 days of the workshop?
The camp's sessions are designed to build on each other; as such, part of the requirement is availability for all 6 days.
7. How will a young leader benefit from the Tuloy Tulay?
No doubt, Tuloy Tulay will help strengthen the credentials of the participants, either as fresh graduates looking for employment, or young professionals looking for career growth opportunities. But ultimately, Tuloy Tulay will help the participants deliver beneficial and positive impact to the lives of the people that are or will be affected by their future leadership, through the intensive leadership development that it will provide as well as the vibrant network of young leaders that it makes possible.
